Early Life and Education
Elchin Alekper ogly Safarov was born on 10 July 1960 in Baku. In 1983, he graduated from the Faculty of Economics at Lomonosov Moscow State University. He later continued his academic work and obtained a PhD in Economics.
His education in economics and public administration became the foundation for a long professional career in government service and the energy sector.
Work in the Customs Authorities
A significant part of Safarov’s career was devoted to public service. For more than twenty years, he worked in the customs authorities of the USSR and later the Russian Federation.
Between 1991 and 2004, he held senior positions within the State Customs Committee of the Russian Federation and later the Federal Customs Service.
This period coincided with the creation of a modern customs regulation system during Russia’s transition to a market economy.
Safarov participated in drafting the Customs Codes of the Russian Federation adopted in 1993 and 2003. He was also involved in developing the cargo customs declaration system and mechanisms for assessing and collecting customs payments, including VAT and excise duties on imported goods.
These measures played an important role in strengthening federal budget revenues and establishing a stable framework for foreign trade regulation.
Transition to the Gazprom Group
After completing his public service career in 2004, Safarov moved to the corporate sector and continued his professional activities within the Gazprom Group. He worked with Gazprom Export LLC and Gazprom Neft Shelf LLC.
Serving as Deputy General Director, he was responsible for coordinating interaction with federal and regional authorities.
He also participated in preparing proposals for legislative planning and contributed to the work of specialized working groups and expert platforms.
A major focus of his work was ensuring compliance with customs and tax legislation and evaluating risks related to foreign economic activity.
Participation in Arctic Energy Projects
Within Gazprom, Safarov took part in the legal and regulatory support of projects related to the exploration and development of the Arctic continental shelf.
His experience in public administration and customs policy proved valuable in the preparation and implementation of amendments to federal legislation.
These amendments included changes to the Tax Code of the Russian Federation and to federal laws such as “On the Continental Shelf of the Russian Federation” and “On Environmental Protection.”
One of the key areas of his work was the creation of a regulatory framework for the Prirazlomnoye project.
The central facility of this project is the Prirazlomnaya ice-resistant offshore oil production platform, designed for operations in the challenging conditions of the Arctic.
Role in Regulatory and Legislative Development
Safarov’s participation helped establish stable legal and organizational conditions for the implementation of Arctic offshore projects. In such projects, customs regulation, taxation, and other legal issues are as important as technological and engineering solutions.
His work required a systematic approach, an understanding of international economic factors, and a long-term perspective aligned with the interests of both the state and the energy industry.
Retirement and Recognition
Since 2022, Elchin Safarov has been retired. His many years of service in the customs authorities and his later work within the Gazprom Group contributed to the development of regulatory mechanisms in Russia and supported the implementation of strategically important Arctic energy projects.
For his achievements in public service, Safarov received several state and departmental awards. These include the Certificate of Honour of the Government of the Russian Federation, the title of Honoured Customs Officer of the Russian Federation, and the Medal of the Order “For Merit to the Fatherland,” Second Class, along with other distinctions.
